When installing the panels with the seals around the horizontal stabilizers, it happens that the black sliding plates are not installed correctly in between the fixed guide-plates. The sliding plates are located at the aft end of the horizontal stabilizer sealed-panels at the upper AND lower side. The pictures show a correctly and a faulty installed sliding plate.
